ABSTRACT
The thesis that in well-established democracies the risk of riots is lower than in immature democracies is losing importance. Also, not every revolution is a step towards democracy. Governments are exposed to street sentence due to the lack of strong civil society institutions and other mechanisms to channel social discontent. In the second decade of the 21st century, the international order also found itself in a crisis of political, economic, military and cultural balance. The decomposition of global, regional and sub-regional security takes place as a result of the crisis of the centroliberal geoculture, the shrinkage of the reproductive abilities of the "welfare state"; manifestations of neighborly imperialisms, gloomy visions of self-perpetuating and self-accelerating violence: the threat of border wars and civil wars, and the re-creation of imperial capabilities by the Russian Federation to incorporate the "russkowo mira civilization". The opponent / enemy becomes both a political actor (individual, group, state and non-state), and a political and social phenomenon on a religious or ethnic basis. In the second decade of the 21st century, it is difficult to model the future of the global geocultural system. After the loss of social trust in the doctrines: liberal, neoliberal, socialist, social-democratic and conservative opinion-forming elites, a renaissance of populist and authoritarian ideas is observed.
