Providing security by state institutions has a price. Apart from material costs, the consequence of such actions is limiting the rights and freedoms of citizens. Nowadays, state institutions have gained powerful tools for obtaining information on the privacy of individuals. Despite the existence of numerous state and supranational regulations protecting human rights, including the right to respect for freedom and privacy, these rights are violated by institutions in many countries around the world. Internet communication, the use of telephones, payment cards and other electronic devices are means of obtaining data by institutions, giving the possibility of exercising invisible to the unit supervision, thanks to which social life acquires the attributes of the Panopticon from the imaginations of Jeremy Bentham, in which a prisoner could never avoid a watchful eye the guardian. The article contains, inter alia, the results of pilot studies relating to the respondents' activity on the Internet, as well as awareness of their personal rights and mechanisms of their protection.
