Reducing warfare to selected projects bearing the hallmarks of precise "scalpel cuts" not only results in the selective use of technology for armed struggle, but also taking these actions from among the forms of armed struggle that are able to meet the challenges of the moment. So be effective in such a circumstance. Hence, as the importance of precision strikes with the use of the latest means of combat by the richest countries on a global scale grows, the importance of irregular actions, and within them, precise actions, including terrorism, are becoming more important.
