NEW TECHNOLOGY AND NEW GEOPOLITICS - THIRD AND FOURTH THESES ON POLAND'S SECURITY CONDITIONS

ABSTRACT
The article is a continuation of the chapter The priority of deterrence and the world ocean - two theses about Poland's security conditions from the collective book Contemporary challenges to Poland's security, Military University of Technology, 2015. Polish defense policy and strategy may benefit from the synergy of four theses: 1. Due to the inequality of potentials and the lack of strategic depth, a natural priority Poland is a deterrent. NATO's nuclear and conventional deterrence must be strengthened and national deterrents must be developed as a contribution to the power of NATO and the EU. 2. Poland should actively use its location by the sea in line with Mahan's thought, geopolitics and NATO's strategy. The development of a power at sea offers numerous benefits, including the option of deterrence with agents with maximum survivability from the first attack. 3. Poland may achieve a strategic advantage - not quantitatively, but qualitatively - through the development of science, technology and knowledge-based economy, provided that the share of R&D in the economy and expenditure on defense increases to the level of the leading countries in the West and East Asia. Membership of the EU, NATO and OECD is conducive to Poland. 4. Two historical Polish geopolitical programs - Piast (western) and Jagiellonian (eastern) - need to be combined into a single Euro-Atlantic program. Hitherto contradictory and competitive, these programs can and should be combined today, when Poland belongs to NATO and the EU, taking its place on the eastern flank of Western organizations. Both programs began to be implemented consistently at the time of Poland's efforts to join NATO and the EU, and at the same time developing cooperation with Central European countries within the Visegrad Group and Eastern European countries in the Intermarium. Poland cannot isolate itself from any parts of the Euro-Atlantic area and limit its access to their various resources - from scientific and technological resources to sea and ocean ports. The simultaneous adoption of all four theses allows to comprehensively explain the state and challenges of Poland's external security and to find an adequate solution.
