ABSTRACT
Russia's invasion of Ukraine in February 2022 alerted Polish decision-makers to the need to update legal regulations regarding protective structures and review existing shelters for technical requirements and suitability for use in the event of a military, terrorist, or natural disaster threat. This article aims to present the current legal and technical requirements for both shelters and special warehouses used to store weapons, ammunition, and products for national security. This is of paramount importance for public protection not only in times of war but also in peacetime. Requirements for special warehouses, such as limited access, physical protection, appropriate environmental conditions, and product storage methods, significantly impact the safety of all citizens. In this article, the author will address the question: is the Republic of Poland, with its current infrastructure and requirements, prepared to protect its population in the event of a threat? Using theoretical research methods, such as analysis and synthesis of relevant literature and legal acts, as well as comparison and inference, a hypothesis was established that while in the case of special warehouses, stringent technical and construction requirements are met, as the acceptance of new structures requires numerous approvals, including those arising from regulations regarding the storage of licensed products, ADR, and the requirement for annual inspections by the State Fire Service. However, in the case of shelters, decades of neglect require time to adapt existing shelters or construct new ones, in accordance with current legal regulations, some of which will come into effect in January 2026.
